there are too many calls made where a pass is thrown at a foot already on the floor that are being called kicked balls |

Just to bring the rulebook (gasp!) into this, 9-4 states "A player shall not . . . intentionally kick [the ball]."
Please note that there is nothing limiting a kick violation to just being called against the defense.
