Penalty timeouts
Being mostly ignorant about these things, I have a question and a suggestion. There are a lot of threads talking about delays, and there are a few about resumption of play and huddles and substitutions and the like.
It seems that most of these transgressions are penalized by a technical foul, either immediately or after a warning. To anyone's knowlege, has NFHS ever given consideration to charging the offending team with a timeout instead? Seems to me this would penalize most delays appropriately. Most coaches would try to avoid this penalty like the plague. Any opinions?
