There is no official "FIBA casebook" (besides the "Official Interpretations" which you already have if you visited the FIBA.com downloads page), but most national federations use to write their own.
The "FIBA guidelines for referee education" DVD is almost essential and it is also legal to make copies: you may consider dividing the price among a group of local colleagues down there. It would really be worth it!

The 2004 FIBA casebook that I have and issued for the 2005 season has 112 pages and was written for FIBA by Fred Horgan, official rules interpreter of FIBA Americas in collaboration with Mr.Lubomir Kotleba, FIBA sports director and Mr. Valentin Lazarov, the senior member of the FIBA Technical Commission, cheers.

Kiwi refereeing resources

Kiwi ref-you might like to request the Level 0 and Level one coursebooks already available from BBNZ.Also available is the Oceania Fiba dvd "officiating made easy"this is a beginners resource also Fiba dvds on principles,3PO and articles from "assist' can be ordered from Canterbury Basketball Officials Association(they also supply referee uniforms/whistles etc)Their contact details are on the Canterbury Basketball website and you will see the PDF files that you can download to use in your programme.Good Luck
