Had a play this weekend (NCAA-W rules) where A1 saved the ball from going OOB. The ball hit B1, then A1 retrieved the ball after re-establishing herself inbounds. He whistled the violation because she was "the first player to touch the ball." HUH?

Thanks, that pointed me to the right spot! The NFHS reference I was remembering was 9-3 NOTE: "The dribbler has committed a violation if he/she steps on or outside a boundary, even though he/she is not touching the ball while he/she is out of bounds.", so that covers an uninterrupted dribble.

Yeah, my play was referring to an interrupted dribble. If the dribble was live, then I would've whistled it dead because that definitely is an OOB violation.
