There are refs that are "drunk" with the power. As others have said, if you report them to their assignors or coordinators, you often won't see them again.
It is also possible that there's more to the story than we've heard. As Snaq says, the ABS Technical foul can appear to come out of nowhere, even if it's long overdue.
