Team a has committed a 2 shot foul on team b. Team b lines up for the first free throw while the coach of team a calls his entire team to the bench is this legal?

No. Team A needs to occupy the bottom two spots on the lane. Failure to expeditiously do so warrants a delay of game technical foul.

The official can not administer the free throw unless those two spots are occupied (exception: resuming play procedure in effect).

Both lanes nearest the end line must be occupied by the opponent of the free thrower before any free throws may begin. It seems more and more like the teammates of the thrower are trying occupy this space these days. I do believe there are some coaches teaching this. Be paitent and ensure theses spots are occupied. Don't get in a hurry.
By the way Ken, don't be too quick to throw that delay of game techical out if you haven't issued the team waring first..!!

No warning is required for not occupying the lower two spaces. It's an "immediate" T (by rule, not necessarily by good game management). 10.1.5C

The delay warnings are only for 1) interfering with the ball after a made basket, 2) reaching through the plane on a throw-in, 3) huddling in the lane and delaying a free throw.
