I'm a newbie so my answer is far from authoritative, but I put True. Refer to Rule 8-1-1:
"When a free throw is awarded, the ball shall be placed at the disposal of the free thrower (bounced) by the administrating official and the free throw count shall begin." So the rule says, point blank, that the ball is to be bounced and when it is bounced it is at his disposal and the count shall begin. Of course, this is supported by 8.1.1 in the Case Book as you mention. And in fact the case book seems to support the distinction between dispsal and catch when it notes: "On freethrows the word 'disposal' is interpreted to mean that the official shall bounce the ball to the freethrower, but if the free thrower refuses to accept it, the official may place the ball on the floor at the free-throw line and begin the count. This procedure constitutes putting the ball at the free-thrower's disposal. However, in this situation, the ball becomes live when it is caught by the free thrower." This of course makes sense that it is at the bounce not at the catch that it is at his disposal since there are other instances (such as after a made basket) where "disposal" begins before the player actually has it in his or her hot little hands. The answer is false -
4-4-7b ART. 7 . . . A ball is at the disposal of a player when it is: a. Handed to a thrower or free thrower. b. Caught by a player after it is bounced to him/her. c. Placed on the floor at the spot. d. Available to a player after a goal. The ball has to caught by the free thrower and in his control. If it bounce off of him or he misses it, I usually get the ball back and bounce it again.

Hmmmm. I didnt check in Rule 4. Darn it. There goes my 100%
4-4-7(b) does seem to make the answer false. So then when 8-1-1 says "the ball shall be placed at the disposal of the free thrower (bounced)" I guess that paranthetical is not read to mean that is placing it at his disposal but just that is the manner the ball should be given to him and 4-4-7 still controls disposal? I believe its just stating how you get the ball to the free thrower. 4-4-7B is the definition. Think about it, how are you going to start a 10 second count when the ball is in contol of the free thrower?

Makes sense. I got confused by the parenthetical in 8-1-1 and by the case book. Looking at 4-4-7 seems to clear that up.
Clark PS--as a side note, I should mention I am a lawyer and the way the rule book is written drives me nuts. Who organized this thing and is there any chance people will ever restructure this? Anyone know the history on the organization of the rules? |
