Also according to this packet, the states which currently use a shot clock (7 of them) do not get to participate in the rule-making process!
I guess that they don't consider them to be playing NFHS rules and so don't give them a vote.
Chuck since your state (MA) uses both the shot clock and plays in halves, were you aware of this?
