Only after an extended delay (times out, trouble at the table, injury) ...or... when you really feel the players should be notified that ball is about to be put into play.

Otherwise, try to use your whistle to only Stop play.

My suggestion is only (1) after timeouts and (2) longer than usual delays in putting the ball back in play.

The latter may arise when there is an issue at the table, lengthy/numerous substitutions or a discussion among officials about a ruling.
