In this league (CYO), he is "game management". He also conducts the prayer in the circle before the game starts and he is the one we would go to if we had to have someone removed from the gym. From my experience with this league, one coach becomes the commissioner after his game and a coach in the game he (the commissioner) is watching, becomes the comissioner for the next game -- unless his game is the last of the day. Long-winded explanation of game management.
