What constitutes a carry?

I call the palm up a double dribble.

Looking through the rule book, I see nothing about a 'carry' violation nor do I see a 'double dribble,' so there's no use splitting hairs between the two. It's an illegal dribble, or it's nothing. Ball comes to rest, illegal dribble. If I see a palm face up under the ball, it's pretty likely the ball is coming to rest on it!
