I call a carry if more than half the hand contacts the lower half of the ball while dribbling.
I call the palm up a double dribble.
I call these maybe about 3 times on a single player before the coach pulls him/her off and tries to explain the proper way to dribble the ball.
I don't call it every game, but certain players do it everytime they dribble the ball.
