What are some guidelines to consider as to whether A1 is guilty of travelling, if he is on the floor in possession of the ball, but not on his feet? For instance, is it travelling if he is on his back and rolls slightly onto his side to pass the ball (or for that matter, to call timeout)?

I struggle with this too in Mid Level games you see it a lot.

What I look for:

Don't try to get up - walking if you do.
Don't roll over - walking if you do
Don't get to your knees - walking if you do.

In short I watch for them to 'get rid' of the ball ASAP.

The longer they have it (2 seconds?) one of the above is gonna happen.

Also keep a sharp eye on other players fouling to get in on the scrum. A player on the floor not violating the above have protection.

Also note that a jump ball can be called when there is no chance the ball will be put freely back into play. Jump might be your best call to insure player saftey and stop a pile developing.

LOL

I know this is not what the original poster is looking for, but I'm gonna disagree with this last comment. The best call to ensure (not insure, unless you're an independent agent ) player safety is a foul against the first kid to land on the player with the ball. For some reason, when kids see the ball on the ground, they think it's a football game. To avoid the pile, simply penalize the first kid to pile on.

Agreed. Not the previous comment:

Also keep a sharp eye on other players fouling to get in on the scrum.

What Chuck said above is basically the same as a POE that the FED issued about 5-6 years ago.
