I struggle with this too in Mid Level games you see it a lot.

What I look for:

Don't try to get up - walking if you do.
Don't roll over - walking if you do
Don't get to your knees - walking if you do.

In short I watch for them to 'get rid' of the ball ASAP.

The longer they have it (2 seconds?) one of the above is gonna happen.

Also keep a sharp eye on other players fouling to get in on the scrum. A player on the floor not violating the above have protection.

Also note that a jump ball can be called when there is no chance the ball will be put freely back into play. Jump might be your best call to insure player saftey and stop a pile developing.
