A few years back the NFHS changed this Situation from a Throw-in Violation to an Out-of-Bounds Violation. When the NFHS changed it to an OOB Violation it was changing the Rule back to what it had been for decades and decades before it changed it from an OOB Violation to a Throw-in Violation.

Yes, there was about a two-year period during which the NFHS mistakenly made an editorial change that actually changed this ruling. I recall someone clever such as Zoochy on this forum pointing it out. Shortly thereafter the NFHS changed the rule back to the way that it had been.
