Not sure why (13) and (15) would even be on the docket other than to be different from NBA and NCAA-W. With shorter quarters than both those levels there is no reason to wait until 6 or 8 fouls to start shooting.

They're not necessarily on the docket, keep in mind that this was just a questionnaire.

I doubt that many of these ideas will even make it to Rules Committee meeting agenda, with less of a chance of actually becoming a rule change.
