Question: If two visible shot clocks are recessed and mounted on the backboard supports behind each backboard but are malfunctioning prior to the start of the game and the home team is in compliance with Rule 1-19.3 prior to the start of the game, is this an administrative technical foul against the home team? ANSWER: When one or both shot clocks fail to properly function before the game, an administrative technical foul shall be issued. When one shot clock is functioning, that device will be used; when both fail, an alternate device must be used. When the game starts with two functioning devices and then one or both clocks fail, no administrative technical foul shall be issued.
