substituion other than the shooter

Had a JV game tonight where a team wanted to sub someone other than the shooter after the make on a second shot. Is this allowed? In my exp I normally have seen subs for the shooter but not for other personnel. The rule states you can make a substitution after the second make but isn't clear on exactly who you can sub

A substitute waiting at the table can sub for any of the 5 players on the floor. The reason why it's usually the shooter is because any other sub typically comes in before the final free throw.

So on the make if a coach sends a player to the table and they sound the horn they can legally sub that player interesting never knew that

The after the make for the nonshooter is sometimes tactical--a team that wants to set up the press but not take out the shooter deliberately doesn't send the sub till the FT shooter has the ball.
