No Tony. I know this is really hard for you to understand, partly because we do not do things like they do in North Carolina.

If you look at this link http://www.ihsa.org/official/orgs.htm you will notices a reoccuring theme. All of these organizations have the word "Association" at the end of them, except probably one. So when officials refer to their "Association," they are not refering to the IHSA. Officials all over the place refer to the "state" as meaning the office in Bloomington and what the rules and regulations and the promotion process. The "state" is the only body that gives us our rulebooks, gives us the test, sets the requirments for promotion and assigns our playoff contests. The "associations" are there to train officials to get better, but being a member is not required in order to hold a license with the IHSA. Being a member of the IACAO Board (Inter-Association Council of Athletic Officials), which is an organization of many "Official's Associations" working in concert with each other to serve the needs and concerns of officials in Northern Illinois, I this is very apparent. I am a board member representing more than one association and help run the 3 camps that IACAO holds before each season in Football, Basketball and Baseball/Softball (one camp).

So if you are confused that is understandable, but understand that my confusion is the same when folks talk about "what our chapter does for you," and talks about the tests and playoffs that "chapter" gives to you. Because it is clear that what many folks call a chapter, Illinois officials call it an association. And this was why I asked the question in the first place, because it seemed like their "association" was giving them a test when our "state does that for us.

Rick and I both live in the Reno/Sparks area. We both officiate games for the Northern Nevada Officials Association. He is a member of the football, basketball, and softball chapters, and I am in the soccer and basketball chapters, which are under this Association. So we know each other and have even worked some games together.
Therefore, in this case Tony's assumption happens to be the right one, but I do see Rut's point about associations, chapters, and state offices not having to be the same. In fact, due to the imprecise way we talk it is often quite confusing what we really mean. For example, to be precise, I should have written "My chapter has decided...." in the original post instead of "My association..." Since, it is only the basketball guys who aren't using the Fed test this year. We did take it in soccer, and Rick wrote how they did it in football.

If anyone is interested how it works in Nevada, I have started a new thread, which gives the details.
