I know and that is why I would have been the official that would have reached across the lane and called the PCF immediately after the contact occurred.

That is actually what I found a bit strange. It seemed like the R who stopped play to review for a FF was the one looking straight across--I was surprised that he simultaneously thought that it needed to be reviewed for a FF but was not an immediate PCF. (I also think the rule that the basket counts when a FF was used to get it is absolutely, positively nuts. But the Rs have to apply what the rule makers say.)
