If you go by pure NF mechanics, this is an option. You can either put the ball on the floor or you can hold it. I just do not see many practical reasons to leave the ball on the floor as people can mess with the ball or cheerleaders will trip over it trying to do some thing without them paying attention. More goes wrong if you leave the ball IMO. But again, it is a mechanical option. I just think only one option makes sense.
