This has been the jargon for a while, not just at the NBA level. I've seen it and used it for some time. That said, I've only heard and seen it used by officials that strive to refine and improve their game....ones that review plays and video.

Well I do not see it used very often if ever. So it may have been around, but not everyone knows what it is. And in this case it was used incorrectly at first.

Might also be a regional thing. Didn't see it as much in the midwest or the south as I do on the east coast.
