Foul. No BI - is that Bilas?
Plenty of contact on shooter's arms for foul call, though could be a pass.
Freeze second clip at :46 to see ball out of the cylinder. Impossible to tell from the floor. I'd like to see this added to reviewable plays. "we're 60 feet from the play and can see there's no foul" "official was out of position..." puh-leeze
