I doubt it has anything to do with sportsmanship. It's for injuries and damage to the rim/backboard.

Most high schools don't have the ability to swap out a hoop and a backboard. Breaking one is a major headache. I always assumed that was part of the thinking along with player safety and perhaps not wanting dunking to be used to intimidate another team.

Another thing...a lot of those side boards in older gyms do not have movable rings.
