I ruled it is not a T bc he did not grasp one of the playing goals? I wouldn't T him for hanging on a pull up bar or the top of the doorway.
I did go tell him to don't do that again.

Kudos to a guy that small or having the game to play at only 5 inches tall. ANd the guts to play without fear of being stepped on. If the only goal he can grab is 1 foot over the floor, I would let it slide too.
