It appeared late at full speed.
If you pause the video at just the right time the ball was still in her hands when the clock showed 0.0.

Our computer speeds must be different because Rut's video has the horn sound with the ball about 3/4s of the way to the basket.
I am able to hear the horn and pause my video such that it stops with the ball only about 1 foot out of her hands. I don't know how quickly my computer can process my pause request, but the ball could be still in her hands when the horn sounds or just barely out. These things are tough to tell via a youtube video because of how computers work at different speeds and process sound. |

The same may also be true of home theaters setups....but probably to a smaller degree. For that matter, the camera taking the video could also introduce some skew. There is no reason for a horn to start sounding after the clock gets to 0.0 if it is operating correctly. If there is any apparent delay, it would be due to the distance from the horn to the camera, meaning you'll hear the horn later than it when it actually sounds....about 1/10 of a second for every 110 feet. The same applies to the officials....so it is relative to both distances. If the officials are closer, they'll hear it a bit before the camera picks it up.

The sound of the horn changes things. I know at one of our schools the clock says 0 but there is still time on the clock because it doesn't decimal points. So we need to wait frontage horn it is really weird, but it may say 0 but really be 0.9 when she gets the ball up.

I was able to freeze the clip at 0.0 and ball is still in her hands...on my computer, the horn clearly sounds after it leaves her hands. Bottom line is this one is razor thin...so I'd defer to the officials on the floor in real time. If we can't determine the "correct" call with the benefit of time,physics, and technology...we certainly can't second guess those living this one in the moment.

Too Close To Call ...
These (below) are not great citations for the specific situation described in this thread, but the spirit and purpose of the rule seems to be that if it's too close to call, the referee counts the basket.
2-13-3: If table officials disagree, the goal shall count and/or the foul shall be penalized, unless the referee has knowledge which alters such ruling. 2.13 SITUATION: The signal to end the fourth quarter cannot be heard by the officials. The table officials disagree as to whether the ball was in flight during a try for field goal when time expired or if a foul occurred before the ball became dead. RULING: The final decision shall be made by the referee, and unless he/she has knowledge to alter the ruling, the goal shall count if it was successful and the foul shall be charged and penalized. (2-5-5)

Late. Listened to it once. I've seen shots much more open for dispute than this one.
