To amplify, this is a new rule this year. The tails are officially called "extensions." Skylar Diggins made them a fad and so now this new restriction is playfully known as the "Skylar Diggins Rule."

SITUATION 4: An official notices members of Team A are wearing headbands that have extensions. RULING: Illegal. The coach should be informed that the headbands with extensions are illegal and the players will not be allowed to enter the game wearing them. (3-4-5b)

I think they're usually non-elastic materials (or at least much less elastic than typical headbands). As such, they are more likely to do damage if a finger gets caught in them than would be done with an elastic band.
