Play at plate...correct mechanics

FED game. I was HP. Runner advancing toward home. Throw beats him by several feet. Runner attempts awkward slide around F2. Ball dislodges following minor (non-malicious) collision. Runner never touches (or passes) plate. Both runner and U2 are just sort of laying there briefly. After a few seconds, F2 picks up the ball and tags runner.
What should my signal or signals should I have given?

I agree that you should only signal out when F2 tags the runner here.

But, it seems as though you are trying to treat this like a base running error such as the runner passing 1B, yet not touching. In this case you would signal safe and if appealed make the correct call. Not the same for HP.
