the defensive player must belaying on the ground, as if they have dove for a ball, for that play to be legal.

That's the FED ruling. 8-4-2c (note). Penalty is the ball stays alive and runner is out.

The runner can also hurdle over an outstretched arm I believe.

OBR has no ruling that I am aware of.

I know as Garth mentioned, many local leagues or summer programs do have rules which prohibit this etc.,
