Can a runner jump over the catcher or any player trying to put a tag on them. Or do they have to try and stay away from the tag by sidestepping or sliding.

Fed and OBR Ruling.

The runner was coming to home and the catcher had the ball and plate blocked off. It was a bang bang play and the runner jumped over catcher.

No and yes. BUT, some youth and local leagues who use OBR prohibit it.

As others mentioned in OBR Yes although some youth leagues prohibit this.

One other note concerning FED. In FED, a Runner CANNOT DIVE over a fielder whether they are lying on the ground or not. FED rule 8-4-2d.

In FED a runner may jump, hurdle or leap over a fielder as long as the fielder is lying on the ground.
