It seems like disruptive fan behaviour at Blue Jays games is not penalized very heavily by criminal prosecution. This is the first time I have actually seen them bust somebody for throwing stuff. I'm not familiar with fan behaviour in the states, but is it common for MLB parks in America to display behaviour such as this:

Doesn't look like it stopped the fans from misbehaving. Every opening day I have attended we have had stuff thrown from the stands. On Opening day 2005, fans threw the free giveaway fridge magnet Blue Jays schedules onto the field. It's embarassing. |
