Fed and OBR would rule the same way on the two situations in the OP, but in certain other situations, they would differ. The various softball codes are all over the place with BOO, so I suspect the same is true in baseball. What code are you playing under?

I thought the official scorer (like the umpire) was not supposed to call BOO to anyone's attention, even if the scorer was associated with one of the teams.
