FED rule 6-2-2a deals with delay of game by the pitcher when he throws to any player (other than the catcher) with batter in box unless it is an attempt to retire a runner.

Here is the situation: R2. F1 starts his pick-off throw to F6, who at that very time is in his normal position and had not cheated toward the bag. F6 takes 1 step toward the bag when the pitcher starts has attempt and has to stop and reach across his body (glove on left hand) to make the catch. In other words, if F6 hadn't moved, the throw from F1 would've been right to him. Is this a no call, because it technically is an attempt to retire a runner, or do you have a delay of game because the pitcher threw to a player other than the catcher when the batter was in the box? The ump at the game actually called it a balk.

According the video SEE A BALK, CALL A BALK (OBR Rules) it would be a balk because the fielder wasn't close enough to the bag when he received the throw. Thanks for your help!!

The need for the fielder to be close enough to make a play ONLY applies to first base. Even then, I'd recommend not picking boogers. If there is any possibility he could make a play, give the benefit of doubt to the defense. Few are aware of the interpretation, and calling such a balk will lead to a $hithou$e if not evident.

At bases other than first base, the pitcher during his pickoff can deliver to a fielder nowhere near the base. In reality, he need not deliver the ball at all to bases other than first base, so there is no balk consideration if the fielder is not close enough to make a play.

As far as game delay, if it's a legitimate pickoff in the mind of the pitcher, don't consider game delay unless it becomes flagrant. You'd be looking to start your own trouble.

And in addition to what Steve says,

THE PLAY can actually be determined as where F6 was standing. IOW, the "Play" DOES NOT have to be at or near the base.

Al Kaplan (one of my instructors at Brinkman in '82) wishes he worded that whole segment differently.

Not a balk.

Wasn't the runner leading off? In my book, that makes it close enough for a play. No balk.

Just curious, why does this apply to first base only when the rule states to ANY player?
