FED rule 6-2-2a deals with delay of game by the pitcher when he throws to any player (other than the catcher) with batter in box unless it is an attempt to retire a runner.
Here is the situation: R2. F1 starts his pick-off throw to F6, who at that very time is in his normal position and had not cheated toward the bag. F6 takes 1 step toward the bag when the pitcher starts has attempt and has to stop and reach across his body (glove on left hand) to make the catch. In other words, if F6 hadn't moved, the throw from F1 would've been right to him. Is this a no call, because it technically is an attempt to retire a runner, or do you have a delay of game because the pitcher threw to a player other than the catcher when the batter was in the box? The ump at the game actually called it a balk.
According the video SEE A BALK, CALL A BALK (OBR Rules) it would be a balk because the fielder wasn't close enough to the bag when he received the throw. Thanks for your help!!
