1. Most shin guard manufacturers suggest that you measure from center of the kneecap to bottom of shin.

2. Buying plate pants according to your accurate waist size will have enough room for shin guards.

3. Shirts are a different issue. Depends on your build and how loosely your shirts fit. For example, if you wear a "large" and it hangs a bit and fits a little loose, you could probably wear it for base and plate work. On the other hand, if you wear a large and it fits "just right" or a little tight, you'll be better off buying an extra large for plate work.
