hit by pitch

batter's feet standing in the box, but his upper body is leaning out over the plate. the pitch is over the strike zone, but clearly high. pitch hits batter who clearly had made a valid attempt to avoid the pitch. ruling? fed, ncaa, pro
thanks.

If the ball is a strike then no HBP(dead ball). Otherwise, free trip to first.

Ditto...
NCAA 8-2(d)
Fed 8-1-1(d)
OBR 6.08(b)

FYI- The NCAA rule on this is different than OBR and Fed in that if the pitch is clearly within the vertical lines of the batters box, he does not need to attempt to avoid the pitch.

i agree with you guys....but, i am reviewing a 2003 ncaa rules test. their answer is that the pitch is a ball - batter stays at plate. any runners on base return TOP. 2006 BRD sec 80, p63-64 seems to agree with the test. " a batter is hit by the pitch if it touches him or his clothing when he is in a 'legal batting position'". it then defines "legally in the box" as "the batter's entire body is within the lines of the batter's box". these questions are killing me. is this another case of a recent rule change??
thanks.
