what is the correct call in each of these situations?

Thanks.

Senior is right for the OBR but not for the other books.

In FED and NCAA if any part of the batter's foot touches any part of the plate and the bat touches the ball, B1 is out. (FED 7-3-2 Penalty; NCAA 7.10a and Penalty)
