the batter squares to bunt and one of his feet is on the plate:
1. he bunts it foul
2. he bunts it fair
3. he doesn't offer at it

what is the correct call in each of these situations?

It all depends.......
 
If, by "foot is on the plate" you mean his foot is completely out of the batter's box, and touching the plate, you have outs on the #1 and 2, and a nothing on #3.

<hr color=red><p>Senior is right for the OBR but not for the other books.<p>In FED and NCAA if any part of the batter's foot touches any part of the plate and the bat touches the ball, B1 is out. (FED 7-3-2 Penalty; NCAA 7.10a and Penalty)

more on foot on the plate, clarification
 
so if the ball is contacted (fair or foul) and the foot is on the plate, the batter is out. if he squares and does not offer or tries to bunt and fails to make contact, you have nothing? this would go for any batted ball, correct.
as far as out of the box, must the foot be all the way out?
and would this,too, be contingent on contacting the ball?

(Fair/foul/foul tip: It doesn't matter.)</li><p><li>The batter must be touching the plate (FED/NCAA) or touching the plate with his foot <b>completely out of the batter's box</b>. (OBR)<ul><p>Note carefully: Touching the plate is irrevelant in OBR games because the batter is out NOT for touching the plate but for touching the ball while one foot is completely outside the box.</ul></ol></li>
