New Rule?

I was scimming the 2016 MLBUM and saw that a change was made:
If the B/R misses first on a play but beats the throw the umpire is not supposed to call him safe anymore.
He is supposed to make no call at all and wait for an appeal.
Am I reading this correctly?

Also--I was reading the 2017 NFHS Baseball Casebook and they say an out should not be called if a runner/batter removes his helmet when the ball is live.
Issue a warning and if it happens again eject.
Is this something new or has it always been so?

So it's now OK to tell the defense the runner missed first?

It says that even if the umpire is now tipping off the defense that an appeal is to be made this is how they want it to be.

Re: MLBUM, do they say when the runner has been deemed to miss 1B? All body parts past 1B?

Re: removing a helmet, never has been an out, in any reputable code, so they must be squelching a persistent rule myth that keeps coming up.

It says if the runner has both feet past the base.
Something like that.
I am working a midnight shift so I will quote the rule verbatim later on in the afternoon

Yes. It's a change. I don't agree with it, but they didn't ask me.

That is what we do when a runner misses the plate and eludes the tag so I suppose they wanted the same mechanic for 1B as well.
