This was a Summer League Connie MacK game about 25 years ago. Nobody is suggesting skirting Safety rules but, sometimes S$$t happens, even in your games, I am sure.
Let me ask, did you actually check players for athletic cups prior to the FED rule requiring the HC to be responsible for players and equipment?
