I realize this question is a bit off topic for this board but I thought with all the experience here, I may get an intelligent answer.
Traditionally, are the sites for Dixie Girls tournaments and World Series awarded based on a bid process?
My local league was given a verbal promise of a state tournament for 2005 but it has recently been awarded to another community based on a financial bid, hotel packages and other perks. We were unaware that any such bid process had been opened and we never had an opportunity to participate. Is this legal or is it the way things are really done?
