They do. It is called referees on the field. They get a chance after every play where a penalty flag is thrown to discuss the enforcement. If they still get it wrong, too bad, it is done. Most sports would become a nightmare if they permitted post event review of decisions in a way that could change the outcome of the game. What's more, the coach could have requested a conference with the referee to challenge the ruling when it was made but of course didn't because he didn't know the rule either.
