You haven't been paying attention. The "eagle" has no understanding of what his duties are and tries to make them more than they were ever intended. He pipes in as if he knows what is correct, when in fact he does not. While he may be well intentioned (doubt that), he provides information that is not supported by rule. He has been repeatedly advised to refer to rule books before spouting his nonsense.

He is like the little kid in the neighborhood that is not well liked but keeps coming back for the abuse because he likes the attention.
