But just picking up the dribble isn't necessarily enough, he must be starting his shooting motion (which often times starts simultaneously with the gathering of the dribble.)

Agreed, light contact I will let go, I'm talking about when you do call the foul.
I would say that 99% of the time when on a dribble drive they pick up the dribble while starting their shooting motion. The other 1% is when they pass it off.
