Don't know if this is relevent, but Texas plays under NCAA rules with about 33 exceptions. Many of the exceptions align Texas HS with federation.
For example:
-- goal post size
-- 12 minute quarters
-- eyeshields
-- kicking tees
Other exceptions may not mirror Fed. Fighting is one example as there is a specific section on fighting in the UIL (Texas SHSA) exceptions.
