We often start the clock on change of possessions in sub-varsity in Texas (NCAA). Unless its final two minutes or so of the half of a close game. Most coaches and certainly fans don't know the difference.

The impact of it is that it will force a team to take a timeout in order to keep a team ahead from running down the 25 second clock. A last two minute exception is hard to enforce and if 24 seconds really makes a difference at the START of a possession, the game is pretty much over as it is.
