But this was Federation. The rule I quoted, Rule 8-2 Art 12 Exceptions (2) says
missed throw, which would qualify here, I believe. I think you just gotta go with what we think the intent of the rule is. I believe they are trying to avoid collisions which could result in injuries. Didn't look up ASA, since this was FED, but I think the intent is the same, if not the wording.
