whats the rule for transfering from a NCAA D-1 school to a NAIA school at semester?

officials would not have jurisdiction for your question since it is not part of the playing rules. It is a NCAA administrative rule/procedure.

Your best bet is to start at NCAA.org and look at their legislation documents:
