Red face NCAA / PAVO Rule School

Team S #12 enters the substitution zone, and the second referee whistles to recognize the substitution request. The second referee immediately notices that #12 has a cochlear ear implant.

I answer "Legal Play, Request, or Action"
INCORRECT - Rule 7.2.4.2

Rule 7.2.4.2: "Medical equipment, such as an insulin pump or cochlear implant, is allowed; such equipment may have to be covered or padded."

1. Why is my answer wrong?
2. Why are rules written without clarity? If it may need to be covered or padded, that means it may not need to be covered or padded.

1. Substitution
2. Because then the rules committees wouldn't have jobs. But seriously, if "may" is part of it, it's optional. If not optional, rule would have something more definitive like "shall" or "must."

In my opinion, the exam overlords should have combined the two options of "Legal Play, Request, or Action" and "Substitution" or eliminated one of the answer options.
Both are correct answers, but one is deemed wrong in exam scoring.

Of course, but "Legal Request" or "Legal Action" is pretty correct!

Question How to Access PAVO Rule School?

For reasons unknown, I can't find a way to access the PAVO Rule School.

I have paid for it (and used it last week).

Clicking MY REF KIT shows the following:

Welcome to MY REF KIT
PAVO Membership Registration
Official Dashboard
Search Officials
E-Store Receipts

Any help will be appreciated.

There's also a link under "Rules and Tools". The link takes you to a page to sign up for Rule School; but on that page, there's also a link for people who have paid for it. I don't know if that will help you or not, but it's worth a try.
