The Kansas Libero's jersey was "Kansas blue" and the regular jerseys were "Carolina blue". Can I tell them apart? Yes. Are they contrasting? Not by a longshot. It bugs me slightly (slightly more than slightly, to be honest) that we are hounded at every USAV event to ensure that Lib jerseys are contrasting, but even in the most visible matches, the rule is very often not enforced.

Ive sent uniforms to our state DoD for HS and he says this would be contrasting.

I disagree with your DoD. The fact that you can tell them apart does not mean that they are contrasting. Black and gray are not contrasting, for example, even though you can almost certainly tell them apart. Likewise, blue and blue are not contrasting.

What then be the standard? The definition of contrast is differ strikingly. B if you can pick out the different uni from a distance without having to squint I would call that contrasting.

Now if the rule was the had to be a different and contrasting color then that would be an illegal uniform.

I'm not sure the issue is "blue vs. blue" as much as it's "light vs. dark."

I agree the combination here, at least as seen on YouTube, pushes the boundary. I wonder what it looked like live*, and whether the conference or anyone has ruled on it.

* -- I ma reminded of a basketball game between IL (wearing orange) and WI (wearing red) several years ago -- almost impossible to tell them apart on TV, but apparently it wasn't an issue live.

Well, this one is “light blue vs white”, not two different kinds of blue.

I found the match on youtube and while I won’t call the colors clearly contrasting and would’ve preferred a bright pink or electric green, I would’ve played it too.

To me, if I see it clearly and quickly - I have no problem and I’m not looking to make one. If not - then I reach for the “contrast” bit.

I personally seem to have less of an issue with single colored uniforms than with multicolored ones where colors fade etc. and the lib jersey is the same design, but with some colors flipped.

Ignore the libero, look at the blue shirts. Light blue predominant color, dark blue numbers.

I've had that combination in person, having reffed Kansas in the past. I assure you, in person, they are no problem whatsoever, and I'm more stringent on contrast than most referees.

I wouldn't trust how things look on TV and assume that's how they look in person. The filters, lighting, etc., can make what appears on the broadcast look quite different than the in-person naked eye sees.

As far as contrast goes, if you take the color of one jersey, give it the number color of the other jersey, and can see it easily without a border around the number, that's almost always because...the colors contrast. If they're legal for the numbers, then they're legal as libero combinations.
